STEP 1.First boil rice. Let it settle. Grind four toast.
STEP 2.Also grind the peanuts. Take Peas and carrots (into small pieces) and boil them. Now take the rice in a big bowl and add all the spices, grind the peanuts and toast and mix well.
Stir in the flour and put oil in a nonstick pan and shallow fry. Serve hot.
