STEP 1.Soak bangal gram and green gram and make a paste for tempering.
STEP 2.In a pan add 2 cups of water and 1tsp of salt and let boil.
STEP 3.Take 2 cups of rice flour in a mixing bowl and add the water slowly mixing promptly, prepare a dough.
STEP 4.Grease your palms with oil and prepare small spherical shape balls with the dough .
STEP 5.Grease a steamer and steam the rice flour balls for about 15 - 20 minutes.
STEP 6.For tampering, take a pan and add oil, let the oil heat before adding cumin seeds and chopped green chili.
STEP 7.Add the prepared bengal gram and green gram paste and cook for 5 -7 minutes. Add chopped onions.
STEP 8.Add grated coconut, turmeric powder and red chili powder with salt and combine well.
STEP 9.Add the boiled rice flour balls in the mix and combine for 5 minutes in medium flame.
STEP 10.Rail palaram is ready to serve.
