  • STEP 1.Preheat the oven to 375°F (190°C).
  • STEP 2.In a large skillet, cook ground meat until browned. Drain any excess fat.
  • STEP 3.In a saucepan, melt butter over medium heat. Stir in flour and cook for 1 minute.
