STEP 2.2. Wash and Soak rice in water for 10 minutes.
STEP 3.3. Soak saffron strands in milk.
STEP 4.4. Add rice in boiled milk and let it simmer on low flame till it turn thick. Keep stirring in between.
STEP 5.5. Heat 2 tb sp water in a pan.
STEP 6.6. Add sugar in it and cook on low flame till it gets dissolved completely. Keep on stirring on low flame till it turn golden brown and then add grounded cardamom powder in it.
STEP 7.7. Let it cool. Caramelized sugar is ready.
STEP 8.8. When rice and milk gets thick and rice is soft add caramelized sugar and raisins and mix well (keep some for garnishing).
STEP 9.9. Switch off the flame and let kheer come to room temperature and then refrigerate it.
STEP 10.10 Serve chilled garnished with raisins.
