½ cup Jaggery (Grated) 2 cups whole wheat flour. 2 tablespoon(Plus for cooking) cooking oil 2 teaspoon Fennel Seeds. (Optional ) ½ teaspoon Cardamom powder
Add jaggery in a pan along with 2 tablespoon of water.
Heat on medium heat until jaggery melts.
Remove the pan from heat and let the mixture cool.
