In a blender, combine 10-12 dried red chilies, 4 garlic cloves, 2 tablespoons paprika, 1 teaspoon cayenne pepper, 1 teaspoon oregano, and salt to taste.
Add 2 tablespoons lemon juice and 2 tablespoons vinegar.
Blend until smooth, gradually adding 4 tablespoons olive oil to emulsify.
