Heat a pan and add milk. Add rice, mix well and let it cook. Make sure you keep stirring continuously.
Heat another pan and add ghee. Add cashews, almonds, raisins, and cardamom powder. Sauté them until the nuts turn brown.
In another pan, add powdered jaggery and water. Stir the jaggery mixture until it dissolves. Then, turn off the flame and let it cool.
When the rice is cooked, turn off the flame. Then, add some of the roasted nuts to it. Mix well.
Add the jaggery mixture and mix well. Pour the kheer into a bowl and garnish with remaining dry fruits. Serve.
